Letters of inquiry are read by community readers and scored using a shared tool. After discussion, 40-50 collaborations will be invited to submit full proposals based on their letters of inquiry.

A community panel convenes to read and discuss the full proposals, using a shared ranking system and communal study of work samples. The panel makes grant recommendations to the collaborating funders, who then convene to review and give final approval to the grant awards.

Before receiving their grant, the awarded collaborations are required to develop and commit to a memorandum of understanding between the collaboration's lead artist and the collaborating organization.
